e81553fcc5 Update i18n: 
Traditional Chinese by OpenCC conversion
Chinese translation of `jslicense.html` ahead of time
Replace (device) "refresh" as "scan"
Minor change to readme and a few other
I18n will also modify `<html lang="...">`
